There's still no cultural acknowledgment of what happened 10/20 years ago - let alone what's probably happening still now. The thing about these areas is that if you live in them, you learn to keep your head and eyes down. If you don't live in them, you don't go to them. And thus the true scale of the problem is rarely if ever clear or spoken about.
